Holistic learning outcomes measurement handbook for education in emergencies and protracted crises
This Handbook provides practitioners with a structured approach to designing and implementing holistic learning outcome measurement in emergency and protracted crisis settings. Developed through a collaborative process, it supports ECW Multi-Year Resilience Programmes and other education in emergencies initiatives in measuring and using data on academic and social-emotional learning outcomes, including mental health and psychosocial support. Drawing on pilot studies in six countries – Bangladesh, Burkina Faso, the Democratic Republic of the Congo, Ethiopia, Iraq and Uganda – the Handbook addresses common measurement challenges in crisis contexts and helps fill evidence gaps. National education systems often struggle to capture reliable data on crisis-affected learners and out-of-school children; this resource responds directly to those limitations. By providing a practical, capacity-strengthening framework, it contributes to building more robust learning assessment systems in crisis settings. It serves as a global public good to help ensure crisis-affected children can learn, thrive and reach their full potential.
