This evidence paper prepared by the Overseas Development Institute (ODI) ahead of the launch of Education Cannot Wait (ECW) explores a series of key questions to inform the ways forward with regards to the creation of a new fund dedicated to education in emergencies and protracted crises. The paper explores education aid architecture issues (humanitarian, development, government), capacity-strengthening (workforce, information, preparedness), the financing landscape (potential sources, delivery mechanisms, lessons learnt) and institutional arrangements (hosting and governance).
