Operational Manual Appendix 3.5 - Generic Terms of Reference for Reference Group

Education Cannot Wait (ECW)'s Reference Groups are designed to provide guidance and advice to the ExCom and ECW Secretariat throughout strategic functions. They meet quarterly to share what has been learned and monitor progress for funded projects. This appendix to ECW's Operational Manual provides guidance to develop terms of reference for such Reference Groups.
